Authorizes chancery clerks to certify lists of tax-forfeited lands to the Secretary of State using electronic records with electronic signatures.

Permits the Secretary of State to sell state-forfeited tax lands through online auction and to establish procedures and administrative rules for such sales.

Changes the repeal date for restrictions on corporate and nonresident alien purchases of tax-forfeited lands from July 1, 2016 to July 1, 2019.

Modifies patent issuance procedures by eliminating the requirement to issue patents in triplicate and removing the requirement to mail copies to county tax assessors.

Takes effect July 1, 2016.
