Authorizes the Attorney General to apply for court orders authorizing interception of wire, oral, and other communications for specified felonies including murder, kidnapping, robbery, bribery, extortion, racketeering, child abuse, cybercrime, and human trafficking.

Expands the Office of the Attorney General's authority to possess, install, operate, and monitor electronic surveillance devices, with designated investigators required to be present during all interception operations.

Requires investigative and law enforcement officers to complete approved training on legal and technical aspects of wiretapping before conducting interceptions.

Mandates that the Attorney General submit annual reports to the Administrative Office of United States Courts detailing intercepts, arrests, convictions, and costs associated with surveillance operations.

Permits the Attorney General to file ex parte applications for communication records material to investigations of specified offenses, with courts authorized to order carriers and service providers to disclose billing records, call records, and subscriber information.
