Amends Section 63-9-21 of Mississippi Code to clarify the form and content requirements for uniform traffic tickets issued by law enforcement officers.

Allows law enforcement officers to file traffic tickets and general misdemeanor affidavits by electronic means if they conform to substantive requirements for layout and content.

Requires traffic tickets to include issuing officer name, court name, appearance date and time, but prohibits inclusion of social security numbers and mandates inclusion of current address and telephone number.

Establishes that implied consent violation tickets must contain a space for the trial judge to sign confirming whether the arrested person employed an attorney or waived their right to one.

Eliminates the requirement that electronically filed tickets be bound in book form while maintaining other recordkeeping and accountability provisions for all traffic tickets.
