Reduces TANF lifetime eligibility from 60 months to 36 months (with hardship extensions up to 48 months maximum) for applications filed after July 1, 2016, and requires adults to complete work program assessments during the application period

Prohibits TANF cash assistance from being used to purchase alcohol, tobacco, lottery tickets, concert/sporting event tickets, or adult materials, and bans use at casinos, liquor stores, tattoo parlors, nail salons, spas, movie theaters, cruise ships, and theme parks

Limits TANF ATM withdrawals to $25 per transaction with one transaction per day, and prohibits out-of-state purchases using TANF benefits

Permanently disqualifies individuals from SNAP benefits if convicted of a felony drug offense occurring after July 1, 2016, unless they complete a drug treatment program and pass drug testing

Imposes escalating penalties for non-cooperation with work programs (3 months, 6 months, 1 year, then 10 years for fourth violation) and permanently disqualifies adults from TANF who commit fraud or theft in either TANF or child care programs
