Amends Section 47-5-105, Mississippi Code of 1972, to clarify that the Mississippi Department of Corrections contracts subject to Public Procurement Review Board approval are those within the purview of the Department of Finance and Administration under Section 27-104-7.

Requires Public Procurement Review Board approval for Department of Corrections contracts exceeding $500,000 before any funds are expended.

Mandates that board minutes include detailed accounting of all bids received, clearly identifying the lowest bid and the bid awarded, with written justification if the lowest bid was not selected.

Requires monthly copies of Public Procurement Review Board minutes to be sent to the Governor, Legislative Budget Office members, and Corrections Committee Chairmen in both chambers.

Takes effect July 1, 2016.
