Amends Mississippi Code Section 51-1-4 to clarify that persons using motorized vehicles (including all-terrain vehicles) in public waterways without landowner permission cannot recover damages from the landowner for injuries or property damage.

Prohibits operation of all-terrain vehicles, four-wheel-drive motorized vehicles, or other wheeled or tracked conveyances in public waterway beds without written landowner permission, classified as a Class II violation.

Exempts normal fording of streams for legitimate recreational, agricultural, forestry, or other lawful purposes from the motorized vehicle prohibition.

Preserves landowner liability only for intentional or malicious torts or gross or willful negligence by property owners along public waterways.

Takes effect July 1, 2016.
