Prohibits health insurers from discriminating against independent clinical laboratories located in Mississippi that meet the insurer's terms and conditions for participation.

Prohibits health insurers from imposing monetary advantages or penalties (higher copayments, reduced reimbursement, or preferential promotion) that would influence a beneficiary's choice among participating independent clinical laboratories.

Requires health insurers to establish relevant, objective standards for initial consideration and continued participation of independent clinical laboratories, not based solely on procedure volume.

Allows persons adversely affected by violations to sue for injunctive relief, and grants the Commissioner of Insurance authority to enforce the act and seek injunctions.

Requires the Department of Insurance to adopt regulations implementing the act and mandates managed care plans comply with these requirements, effective July 1, 2016.
