Requires all persons under age 18 to wear an approved helmet meeting ASTM F1163-04a equestrian standards when riding horses, ponies, mules, donkeys, or hinnies on public property, roads, paths, or rights-of-way

Prohibits parents, guardians, or persons legally responsible for a child from knowingly allowing a minor to ride an equine on public ways without a properly fitted and fastened helmet

Imposes a $100 fine on parents or guardians (not the minor) for violations of the helmet requirement

Requires businesses renting equines to minors and operators of livestock shows or equine activities to post signs notifying participants of the helmet law, with a $100 fine for failing to post notice

Effective date of July 1, 2016
