Establishes a Commission to Redesign the Mississippi State Flag with a deadline to submit a new design by January 1, 2017, for unveiling at the state's bicentennial celebration on December 10, 2017.

New flag design shall not include the Confederate Battle Flag and must "honor the past while embracing the promise of the future."

Commission comprises 17 members: three from the House of Representatives, three from the Senate, and eleven appointed by the Governor including students, educators, representatives from business and arts organizations, and at-large members.

Commission authorized to hold public meetings, receive written comments, hold public hearings, consult with experts, and collect information to inform flag design recommendations.

Members receive no compensation but may be reimbursed for reasonable expenses; current state flag remains in use until legislature acts on commission recommendations.
