Increases the number of judges in the Fifteenth Circuit Court District from two to three, effective January 1, 2016.

Designates the three judgeships as Place One, Place Two, and Place Three for appointment and election purposes.

Requires Place One judge to be a resident of Jefferson Davis, Lamar, Lawrence, or Marion County; Place Two judge to be a resident of any county in the district; and Place Three judge to be a resident of Pearl River County.

Caps local contributions from Jefferson Davis, Lawrence, and Marion Counties at their 2015 Fiscal Year amounts, with any excess maintenance costs to be paid by Lamar and Pearl River Counties.
