Designates the Center for Violence Prevention as the lead organization to coordinate a statewide, victim-centered response to human trafficking victims and missing, runaway, and endangered children.

Requires the Center to implement comprehensive services including emergency screening, therapeutic intervention, trauma-informed advocacy, case management, and emergency shelter for adult and child trafficking victims.

Establishes regional rapid response teams with law enforcement, sexual assault nurse examiners, and victim advocates to assess and investigate trafficking cases and collect forensic evidence.

Directs the Center to oversee law enforcement task forces, operate a statewide human trafficking hotline, foster collaboration among government and nonprofit agencies, and collect data on human trafficking for legislative reporting.

Takes effect July 1, 2016.
