Changes the Mississippi Adequate Education Program (MAEP) formula to use Average Daily Membership (ADM) instead of Average Daily Attendance (ADA), effective fiscal year 2018, with ADM calculated by dividing total student enrollment by instructional days.

Requires the State Auditor to conduct actual student counts in months two and three of the school year with no advance notice, and directs the State Department of Education to reduce MAEP funding for districts reporting more than 103% of auditor-verified enrollment.

Modifies the minimum instructional day requirement from 63% to 60% of the instructional day for students to be counted in full-day attendance.

Adjusts transportation density calculations and other MAEP formulas to reference ADM instead of ADA throughout Sections 37-151-85, 37-151-97, and 37-151-103.

Establishes that beginning fiscal year 2017-2018, school districts may be funded on ADM unless average daily attendance falls below 95% of ADM, at which point ADA funding applies instead.
