Allows students attending schools with accreditation ratings of "C," "D," or "F" for two consecutive years to transfer to schools with "A" or "B" ratings in the same or adjacent school districts upon parental petition, effective July 1, 2016.

Makes transportation the responsibility of the parent or guardian unless the school district agrees to provide it.

Prohibits transferee school districts from charging tuition fees to students transferred under this provision.

Requires the State Department of Education to pay the transferee school district the state share of adequate education program payments for each transferred student.

Requires the transferor school district to pay the transferee school district an amount equal to the pro rata ad valorem tax receipts per pupil from the student's home district before January 16 of the fiscal year.
