Creates the Jackson Metropolitan Area Airport Authority with nine commissioners to manage Jackson-Medgar Wiley Evers International Airport and Hawkins Field Airport.

Commissioners consist of the Adjutant General, Executive Director of Mississippi Development Authority, and seven appointed members from the Governor, Lieutenant Governor, Mayor of Jackson, Jackson City Council, Madison County, and Rankin County supervisors.

Appointed commissioners must have at least 10 years of experience in accounting, business management, aviation, economic development, law, engineering, or pilot certification.

Abolishes the Jackson Municipal Airport Authority upon Federal Aviation Administration approval of the new authority as an eligible airport sponsor and issuance of an airport operating certificate, transferring all powers, duties, facilities, and resources to the Jackson Metropolitan Area Airport Authority.

Prohibits the Jackson Metropolitan Area Airport Authority from selling or disposing of any real property acquired through the transfer.
