Authorizes the Division of Medicaid to submit an Advanced Planning Document (APD) to the Centers for Medicare and Medicaid Services (CMS) to apply for an OMB A87 exception for integrating eligibility systems between Medicaid and Department of Human Services programs.

Requires the Division of Medicaid to identify shared functions, weigh benefits of shared systems, identify interoperability goals, seek CMS guidance, and ensure front-end identity and asset verification is part of the integration planning process.

Mandates the Division of Medicaid submit a report on the application process to the Medicaid committee chairs of both legislative houses within 90 days of application.

Takes effect July 1, 2016.
