Limits criminal charges to a maximum of 10 counts of simple or aggravated cruelty arising from the same incident and circumstances.

Requires law enforcement to use a uniform offense report form prescribed by the Attorney General in consultation with sheriffs' and police chiefs' associations, with court clerks entering dispositions to comply with FBI National Incident-Based Reporting System standards.

Establishes that convictions must be designated as "animal abuse" in sentencing orders and mandates reporting conform to FBI guidelines for animal abuse offenses.
