Creates a state lottery administered by the Mississippi Gaming Commission with authority to prescribe lottery game types, ticket prices, prize amounts, and drawing procedures.

Allocates lottery proceeds as follows: 45% for prize money, a reasonable percentage for commission administrative costs, 4% to participating counties, and 50% each of the remainder to the Mississippi Adequate Education Supplement Fund and the State Highway Fund.

Establishes the Mississippi Adequate Education Supplement Fund to receive lottery proceeds, with the Legislature appropriating funds annually exclusively to supplement the Mississippi Adequate Education Program.

Exempts lottery tickets from sales tax and authorizes persons with gaming licenses to serve as distributors and retailers in counties that elect to participate, with sales prohibited to persons under 18 years old.

Amends various gambling statutes to exclude state lottery operations and games authorized under this act from existing prohibitions on gambling, lotteries, and illegal gaming activities.
