Applies to counties that constructed or remodeled correctional facilities on or after January 1, 2010, based on written agreement from the Mississippi Department of Corrections to provide offenders for joint state-county work programs.

Requires the Department of Corrections to reimburse eligible counties at least $20.00 per day for each offender participating in the joint work program, with payment beginning upon receipt of the sentencing order and ending upon offender release or removal.

Directs the Department of Corrections or its contracted medical provider to pay all medical service costs for offenders in the program, based on negotiated fees or Mississippi Medicaid reimbursement rates, with counties not liable for costs exceeding these rates.

Requires counties to place reimbursement payments into the general fund and use them solely to pay principal and interest on debt incurred for the correctional facility construction or remodeling.

Automatically repeals July 1, 2018; takes effect July 1, 2016.
