Prohibits motor vehicle repair shops from charging labor rates above the national average rate for like-kind work without express approval from the Commissioner of Insurance

Maintains existing law that insurers cannot require vehicle repairs be made by a specific contractor or repair shop as a condition of claim payment

Insurers are only required to pay the lowest amount for which a vehicle or glass could be properly and fairly repaired within a reasonable geographical or trade area of the insured
