Removes requirement for Governor approval when Division of Medicaid compromises or settles claims against third parties.

Requires Division of Medicaid to accept a minimum one-third reduction of total Medicaid payments as full release of its lien in settlement cases, regardless of lien amount or settlement size.

Allows recipients to request additional relief from the Division or court under special circumstances beyond the one-third reduction requirement.

Maintains recipient and third-party obligations to notify Division of legal proceedings and proposed settlements, with failure to notify constituting conclusive evidence of third-party liability.

Becomes effective July 1, 2016, without affecting claims that accrued prior to that date.
