Amends Section 29-13-5 of the Mississippi Code to expand the Department of Finance and Administration's inventory requirement beyond Hurricane Katrina disaster areas to include all areas of the state.

Requires the Department of Finance and Administration to compile a comprehensive inventory of all state-owned buildings and collect necessary data concerning such buildings statewide.

Mandates that all state agencies, boards, commissions, departments, and institutions cooperate with the inventory process and submit required information in a timely manner.

Requires inventory information to include the specific location and elevation (where available) of all state-owned buildings in hurricane hazard areas and other areas throughout the state.

Takes effect July 1, 2016.
