Applies to municipalities with over 40,000 population that contain a state-supported university and are intersected by U.S. Highways 49 and 11 with boundaries in two counties seeking to annex adjacent unincorporated territory after January 1, 2016.

Requires the municipality to certify that more than 50% of residents in the census block of the proposed annexation area are included in the annexation.

If 50% or fewer residents in the census block are included in the annexation, the municipality must cede zoning and subdivision regulation authority to the county board of supervisors, though the municipality may advise on such regulations.

Amends Section 21-1-33 to require the chancellor to verify that the governing authority complied with Section 21-1-27 requirements before approving the annexation.

Sunset provisions repeal subsections (2) and (3) effective July 1, 2019; the bill becomes effective July 1, 2016.
