Defines "caffeine product" as any caffeine pill, tablet, or capsule containing 200 mg or more of caffeine per unit.

Prohibits sale or transfer of caffeine products to persons under 18 years of age, with penalties of $50 for first offense, $75 for second offense, and $500 for third or subsequent offense, plus up to 3 days imprisonment.

Requires all retail locations selling caffeine products to clearly mark products and display point-of-sale warning signs at least 8.5 by 11 inches stating state law prohibits sale to minors under 18.

Prohibits minors from purchasing, possessing, or using prohibited caffeine products on educational property, with violations punishable by up to 3 hours of community service and records eligible for expungement.

Allows law enforcement to use undercover minors under supervision to monitor compliance with the law and establishes an affirmative defense if valid government-issued photo identification was checked before sale.
