Grants preference to Mississippi resident bidders in public contracts when bids are substantially equal in quality and service but differ only in price, if resident bids are not more than 2 percent greater than nonresident bids.

Applies reciprocal treatment to nonresident bidders from states with resident preference laws, awarding Mississippi contracts to them only on the same basis their home states award contracts to Mississippi residents.

Requires nonresident contractors to attach a copy of their home state's current law regarding treatment of nonresident bidders when submitting bids for Mississippi contracts.

Extends the 2 percent preference threshold to commodities grown, processed, or manufactured within Mississippi in state purchasing decisions.

Takes effect July 1, 2016.
