Amends Section 37-61-33 of Mississippi Code to extend Education Enhancement Fund expenditure authorization to the Mississippi School of the Arts, Mississippi School for Math and Science, Mississippi School for the Blind, and Mississippi School for the Deaf.

Allows teachers employed by the four named special schools to receive classroom supply fund allocations (9.61% of Education Enhancement Fund remainder) through procurement cards, the same as teachers in regular school districts.

Defines "teacher" to include employees of the four special schools who are required to obtain a teacher's license and are assigned to instructional work areas.

Takes effect July 1, 2016.
