Redefines "street gang" as an association of 3+ persons who collectively identify through common names, symbols, tattoos, clothing, hand signs, or graffiti and whose purpose includes engaging in criminal activity or juvenile delinquency using violence or intimidation

Establishes criminal penalties for gang activity: felony offenses carry 5-15 years imprisonment and/or $10,000-$15,000 fines; misdemeanor offenses carry up to 1 additional year, with sentences consecutive to underlying offenses

Creates civil cause of action allowing public authorities to sue street gangs and members for damages, losses, and costs caused by criminal gang activity, with 100% of punitive damages directed to juvenile prevention programs

Authorizes seizure and forfeiture of firearms, ammunition, and dangerous weapons used by gangs in illegal activity, with proceeds going to law enforcement anti-gang efforts

Makes it a crime punishable by up to 1 year imprisonment and/or $5,000 fine to threaten assault, kidnapping, or murder of a judge or law enforcement officer (including via social media) to impede official duties or retaliate for performance of duties
