Amends Mississippi Code Section 69-3-17 to establish that state agricultural seed laws and regulations preempt all local ordinances and regulations on the subject.

Declares that cultivation, harvesting, production, processing, registration, labeling, sale, storage, transportation, quarantine, distribution, and planting of seeds are matters of statewide concern under exclusive state control.

Prohibits any local political subdivision from enacting ordinances or regulations that prohibit or regulate seed registration, labeling, sale, storage, transportation, quarantine, distribution, notification of use, planting, and use.

Grants the Commissioner of Agriculture authority to establish rules and regulations for enforcement and employ necessary agents and department personnel.

Becomes effective upon passage.
