Directs the Division of Medicaid to establish a computerized eligibility verification system to verify income, assets, residence, and identity of applicants and recipients to prevent fraud and waste.

Requires the Division to enter into a competitively bid contract with a third-party vendor to develop and operate the verification system, with the vendor's annualized savings exceeding the yearly implementation cost to the state.

Mandates that recipients who move out of state be removed from Medicaid rolls within three (3) months of their change of residency.

Requires the payment structure to be based on a per-applicant rate plus performance bonuses for identifying waste, fraud, and abuse, with a conflict-of-interest provision prohibiting the primary vendor from bidding on enrollment services contracts.

Takes effect July 1, 2016.
