Prohibits candidates and elected officials from converting campaign contributions to personal use.

Defines personal use to include home mortgage/rent/utilities, clothing, vehicle expenses, club memberships, vacations, tuition, entertainment admission, and health club dues that are unrelated to campaign or official duties.

Creates the criminal offense of misappropriation of campaign funds for violations of the personal use prohibition.

Establishes penalties of a fine equal to misappropriated amounts, a state assessment equal to misappropriated amounts (deposited to Law Enforcement Officers Death Benefits Trust Fund), and up to one year in county jail.

Takes effect July 1, 2016.
