Prohibits state and local government officials, agents, and employees from knowingly enforcing federal executive orders, laws, statutes, rules, or regulations issued after the bill's effective date that restrict firearms, firearm accessories, or ammunition in violation of the Second Amendment or Mississippi Constitution Article 3, Section 12.

Court orders are exempted from the prohibition, and the bill does not affect search and seizure laws under the Fourth, Fifth, and Fourteenth Amendments.

Establishes civil penalty of up to $1,000 for first violations, with fines paid to the state general fund; second and subsequent violations are misdemeanors punishable under Mississippi law.

Clarifies that "enforcement" does not include acts solely facilitating lawful federal firearm transfers and that any non-excepted enforcement orders constitute a breach of oath of office.

Prohibits private citizens from bringing civil lawsuits under this act; allows for additional penalties under existing Mississippi law for public officers who fail to perform duties.
