Amends Section 99-19-51 to revise the method of execution by establishing sequential intravenous administration of an appropriate anesthetic or sedative, a chemical paralytic agent, and potassium chloride or similar substance until death is pronounced.

Establishes nitrogen hypoxia as an alternative method if the primary intravenous method is held unconstitutional or becomes unavailable.

Establishes electrocution as a backup method if both intravenous injection and nitrogen hypoxia are held unconstitutional or unavailable.

Establishes firing squad as a final alternative method if intravenous injection, nitrogen hypoxia, and electrocution are all held unconstitutional or unavailable.

Grants the Commissioner of Corrections authority to select and obtain necessary substances and means to carry out executions and to adopt rules and regulations to implement these provisions.
