Prohibits the Division of Medicaid from authorizing payment for care and services rendered by any entity that performs nontherapeutic abortions.

Prohibits Medicaid payment to entities that maintain or operate facilities where nontherapeutic abortions are performed.

Prohibits Medicaid payment to entities affiliated with abortion providers, where "affiliated" includes entities with common control, ownership, franchisee status, management, or licensing agreements.

Defines "nontherapeutic abortions" as abortions not qualified for federal matching funds under the Medicaid program.

Takes effect July 1, 2016.
