Establishes the Mississippi Affordable Housing Opportunity Fund administered by Mississippi Home Corporation to provide loans, grants, and other assistance for affordable housing development and homeownership programs for extremely low-income to moderate-income individuals and families.

Creates an advisory council of at least 11 members representing diverse demographics and stakeholders to recommend fund policies and review annual fund reports and operations.

Requires minimum 15-year affordability periods for all housing projects financed by the fund, with at least 60% benefiting low-income individuals, 15% benefiting extremely low-income individuals, and 55% benefiting rural areas.

Imposes a $5.00 per customer entry fee on sexually oriented businesses providing live nude entertainment for audiences of two or more people, with all collected fees deposited into the Housing Opportunity Fund.

Authorizes municipalities to establish their own Municipal Affordable Housing Opportunity Funds in coordination with Mississippi Home Corporation through memoranda of understanding.
