Amends Section 63-3-809 to include sanitation vehicles in the statute governing driver behavior around stationary vehicles displaying authorized flashing lights.

Requires drivers approaching stationary sanitation vehicles to either change lanes away from the vehicle (on roadways with at least 4 lanes) or reduce speed and prepare to stop, proceeding with due caution.

Establishes penalties for improper passing: fines up to $250, or up to $1,000 if the violation results in property damage or bodily injury to vehicle occupants.

Clarifies that drivers of sanitation vehicles retain a duty to drive with due regard for the safety of all persons using the roadway.

Defines "sanitation vehicle" as vehicles used to collect solid waste, refuse, or recyclable material owned or operated by governmental subdivisions or their contractors.
