Adds three new health services requiring Certificate of Need approval: neonatal care services and obstetrical services, freestanding emergency care services, and hospice care services.

These new services join an existing list of regulated services including open-heart surgery, cardiac catheterization, psychiatric services, chemical dependency services, radiation therapy, and diagnostic imaging services.

Services requiring CON approval only apply if they have not been provided on a regular basis by the proposed provider within the 12 months prior to offering them.

Effective date: July 1, 2016.
