Eliminates the fee waiver for state agencies, departments, institutions, and facilities operated by the State of Mississippi that receive funding solely through legislative appropriations when submitting certificate of need applications.

Maintains existing fee structure: 0.5% of proposed capital expenditure amount, with a minimum fee of $500 and maximum of $25,000.

Preserves fee waiver for health-care facilities submitting applications for repairs or renovations necessary to avoid license revocation or loss of Medicaid/Medicare certification.

Requires all application fees to be paid to the State Department of Health and deposited into a special fund designated for health planning and certificate of need review activities.

Effective date: July 1, 2016.
