Extends the deadline for the Mississippi Development Authority to issue certificates for approved participants in the Tourism Project Sales Tax Incentive Program from July 1, 2016 to July 1, 2019 for tourism projects other than cultural retail attractions.

Requires applicants to submit a $5,000 application fee along with their application to participate in the incentive program.

Mandates that applications include project plans, detailed descriptions, financing information, and an independent study estimating out-of-state visitor numbers and the ratio of out-of-state to in-state visitors.

Requires the MDA Executive Director to review applications and issue certificates only to projects that qualify as tourism projects under the program rules and regulations.

Takes effect July 1, 2016.
