Authorizes the State Board of Health and State Department of Health to charge fees based on the cost of providing services when existing law authorizes fees but does not specify an amount or maximum amount, with fees to be determined by the Department of Audit.

Amends 54 sections of Mississippi Code to remove specific fee amounts and maximum fee caps, replacing them with language allowing fees to be set according to Section 1 of the act.

Applies to various health-related licensure, registration, and certification programs including hospitals, nursing homes, ambulance services, food establishments, water systems, and various health professions.

Maintains existing exemptions for governmental entities and agencies from paying certain fees.

Effective July 1, 2016, and repeals June 30, 2016.
