Conditions receipt of retirement benefits from the Public Employees' Retirement System, Supplemental Legislative Retirement Plan, and Mississippi Highway Safety Patrol Retirement System on members' honest and faithful performance of public duties, effective July 1, 2016.

Requires courts to conduct civil hearings and issue termination and forfeiture orders if members are convicted of or plead guilty/nolo contendere to felonies related to their employment committed on or after July 1, 2016.

Prohibits benefit forfeiture until all appeals of conviction are finally concluded or appeal period expires; Attorney General must notify the retirement system when this condition is met before termination takes effect.

Provides that terminated members receive refunds of accumulated contributions without interest; members cannot repurchase forfeited service credit even if later reemployed, though they may earn new service credits.

Specifies that members belonging to multiple retirement systems are terminated only from the system covering employment related to the crime; ambiguities regarding termination must be resolved in favor of the member.
