Requires the Mississippi Department of Corrections to provide cash overtime pay instead of compensatory time for all corrections officers, law enforcement staff, and other employees working in correctional facilities for all overtime hours as defined under the federal Fair Labor Standards Act.

Amends Section 25-1-98 to allow exceptions to compensatory leave requirements for employees working on legal holidays when otherwise provided by law.

Amends Section 25-3-92 to allow exceptions to compensatory leave requirements for overtime work and holiday work when otherwise provided by law.

Amends Section 25-9-119 to clarify that state personnel rules and regulations are binding on state departments and agencies except as otherwise provided by law.

Takes effect July 1, 2016.
