Amends Section 37-21-53 of the Mississippi Code to prescribe additional duties for the State Early Childhood Advisory Council (SECAC).

Adds duties for SECAC to coordinate among agencies and programs serving preschool children to leverage resources, align processes, and reduce duplication of effort.

Requires SECAC to coordinate paperwork, monitoring visits, and evaluations when state or federally funded programs overlap, including jointly conducting visits and developing common forms.

Adds new SECAC responsibilities including developing teacher core competency standards through professional continuing education and coordinating policy recommendations for Early Learning Collaboratives.

Expands SECAC membership to include representatives from the Mississippi Senate (recommended by the Lieutenant Governor) and the Mississippi House of Representatives (recommended by the Speaker).
