Authorizes the Department of Corrections Commissioner to create a pilot re-entry program at the Marion-Walthall County Regional Correctional Facility to transition incarcerated offenders back into society.

Directs the Commissioner, in consultation with the Department of Mental Health, to establish cognitive behavioral modification programs, drug and alcohol treatment programs, and mental health services at the facility for offenders preparing for re-entry.

Grants the Commissioner authority to use Department of Corrections property across the state as re-entry centers, community corrections centers, or technical violations centers.

Sunsets on July 1, 2019, terminating the pilot program authorization.

Takes effect July 1, 2016.
