Requires absentee ballots to be placed in an unmarked envelope inside the outer envelope bearing required affidavits to protect ballot secrecy.

Modifies absentee ballot handling procedures for both standard ballots and direct recording electronic voting systems to accommodate the inner unmarked envelope requirement.

Updates elector's certificate and attesting witness certificate forms to authorize election managers to open the unmarked envelope during counting and process the ballot.

Requires election managers to deposit unmarked envelopes containing ballots in the ballot box before counting, then open and count them separately from the outer envelope.

Takes effect July 1, 2016.
