Authorizes the Mississippi Department of Agriculture and Commerce to charge an annual marketing assessment fee to persons and businesses registering in the Mississippi Agricultural Promotions Program to defray program costs and expenses.

Establishes that the department assumes no legal liability by registering persons or businesses in the program.

Allows the department to accept, budget, receive, and expend funds from any source to implement, market, and promote the program.

Permits the department to allow federal, state, local, public, private, commercial, or charitable entities to use or advertise their names on department property and publications, with resulting advertising funds retained and expended for program promotion.

Creates the "Mississippi Agricultural Promotions Fund" within the State Treasury to receive all program-related monies, with funds expended upon legislative appropriation for implementing, marketing, and promoting the program, and unexpended amounts not lapsing into the State General Fund.
