Prohibits state agencies from charging other state agencies fees, assessments, rent, or other charges for services or resources received, effective July 1, 2016, with exceptions for transactions involving universities, community colleges, and the State Department of Education

Requires 16 named state agencies (including the Gaming Commission, Fire Marshal, Department of Insurance, Public Service Commission, Workers' Compensation Commission, and Attorney General) to be funded through State General Fund appropriations rather than special funds, with all fees and revenues these agencies collect deposited into the General Fund

Caps annual General Fund appropriations for affected agencies at the prior fiscal year's amount plus any new fees authorized by the Legislature

Redirects all traffic and criminal assessment fees previously allocated to approximately 40 specific special funds (such as Crime Victims' Compensation Fund, Law Enforcement Officers Training Fund, and Drug Court Fund) into the State General Fund as lump-sum deposits

Abolishes numerous special funds created in the State Treasury for supporting the affected agencies, with existing balances transferred to the State General Fund, while exempting trust fund accounts and the Public Employees' Retirement System
