Expands the Mississippi Telephone Solicitation Act to apply to text messages and cellular telephones, not just landline calls.

Redefines "consumer" to mean any actual or prospective purchaser, lessee, or recipient of consumer goods or services, broadening it beyond only residential telephone line users.

Adds text messaging systems to the definition of "telephone solicitor" and includes text messages in the definition of "caller identification service."

Updates the act to recognize that telemarketing communications via phone and text can constitute a nuisance, invasion of privacy, and health/safety risk.

Takes effect July 1, 2016.
