Requires candidates and political committees to itemize detailed billing information for credit card, Internet payment, and similar payment service expenditures, including identification of each vendor, purchase date, and amount.

Prohibits simply reporting aggregate payments to credit card companies or similar entities and requires instead that the underlying vendor transactions be individually disclosed.

Applies to all expenditures exceeding $200 in aggregate value within a calendar year to any person, organization, candidate, or political committee.

Effective July 1, 2016.
