Establishes the Mississippi Department of Medicaid and Human Services effective July 1, 2016, consolidating the Division of Medicaid, Department of Human Services (except foster care, child protective services, adoption services, and licensure), and Department of Rehabilitation Services under one department.

Creates position of Executive Director of the Mississippi Department of Medicaid and Human Services, appointed by Governor with Senate consent, serving at the Governor's pleasure with authority to reorganize offices and combine/abolish positions as needed.

Transfers all assets, liabilities, contractual rights, employees, and property from the three transferred agencies to the new department, with employees becoming employees of the new department effective July 1, 2016.

Exempts Executive Director personnel actions from State Personnel Board procedures for one year beginning July 1, 2016, to allow reorganization flexibility; all hired after July 1, 2016, must meet existing State Personnel Board criteria.

Amends multiple sections of Mississippi Code relating to Medicaid, human services, rehabilitation services, and youth services to reflect the new departmental structure and reporting relationships.
