Requires state agencies to include information about any Maintenance of Effort (MOE) agreements with federal agencies in their annual budget reports to the Legislative Budget Office, effective fiscal year 2017.

Mandates all state agencies submit detailed revenue reports listing amounts assessed and collected for each tax, fine, or fee, including authorization sources and expenditure purposes.

Requires agencies to report transfers of funds to the general fund or other entities, including transfer authority and recipient names.

Directs the Legislative Budget Office to work with the PEER Committee to inventory and categorize programs as evidence-based, research-based, promising practices, or other programs with no demonstrated effectiveness.

Requires posting of all agency revenue and MOE reports on the Legislative Budget Committee's website and directs the Committee to recommend by the 2019 session whether these requirements should apply to all state agencies.
