Amends Section 37-177-7 of Mississippi Code to authorize the State Department of Education to conduct a reading intervention program in "C" level or low-performing districts and schools, subject to legislative appropriation.

Requires the State Department of Education to select schools most in need based on student performance in lowest two achievement levels on state reading assessments, screening results, and other relevant data.

Mandates assignment of a supervisory position within each participating school responsible for implementing the Reading Intervention Program.

Authorizes the program to employ data coaches as experts in pedagogy and data analysis to facilitate professional learning communities, provide teacher observation and feedback, and improve reading and literacy instruction.

Permits the Department of Education to contract with private sector providers and partner with four-year higher education institutions to implement the program, and allows inclusion of pre-school programs deemed appropriate by the department.
